Graduates of Florida A&M and Florida State University have received numerous speeches and congratulatory gifts, but one real-world need many of them have and did not receive as a gift is health insurance. With a myriad of short-term insurance policies available, young adults are now stuck between their diploma and a hard place.
“Many of them do not know there is an affordable insurance solution for them because they never had to buy health insurance,” said Ellen Laden, public-relations director for Golden Rule Insurance Co. “Basically, each year hundreds of thousands of students join America’s uninsured.”
According to research compiled by the Commonwealth Fund, 38 percent of college graduates go through some uninsured period in their first year after graduation. Golden Rule Insurance is an Indianapolis-based individual insurer affiliate of UnitedHealthCare. For more than 20 years it primarily has provided short-term insurance for graduates and adults going through a transition from one insurer to another.

Last month, Latoya Harris graduated from FSU with a degree in English. Unlike her classmates, Harris was without health insurance before graduation. “Thankfully, I haven’t had any major medical emergencies, so I haven’t had to worry about paying a huge amount of money,” Harris said. “Clearly, it can happen to anyone, so it’s just been a blessing that it hasn’t occurred.”
A representative from Kaiser Permanente said it is up to an individual employer when dependents are dropped from coverage, even if they are full-time students when their policy expires.
To get by, Harris said she visited the clinic at FSU where she only had to pay for prescriptions. She said it can be scary to graduate and not have health insurance and that “it kind of kicked in for me: ‘Hmm. I need to find a job and get health insurance.”
Harris has found a position in Clearwater and does not have a probationary period before her health insurance begins. She may be one of the fortunate graduates. According to a 2006 article, “Rite of Passage? Why Young Adults Become Uninsured and How New Policies Can Help” (Commonwealth Fund), adults between 19 and 29 are the fastest-growing demographic without health insurance. In 2004, the most recent year available, 13.7 million adults in that age group lacked health insurance, which is 2.5 million more than was reported in 2000. The Commonwealth Fund will release statistics this month updating the figures.
“Because most students are under their parents’ insurance, they don’t take the time to research it,” Harris said. She added it’s “definitely wise” for students to educate themselves.
Kylan Chavious is one who educated himself. Before he graduated from FAMU with a degree in computer information systems and taking a position at Lockheed Martin, he researched the possibility of a short-term policy. He does not have to worry about a lapse in health insurance because his parents’ policy with WellPath, a subsidiary of Duke Select, covers him until he begins at Lockheed in late June.
“It’s like the saying ‘better safe than sorry,” Chavious said. “That could not only be for your sake, but that could be for future children of yours or your spouse.”

Whats going on in FLORIDA?
Florida used to be such a cheap state with very few people about 10yrs ago. Why is it that now all of the sudden, we cant get homeowners insurance, auto insurance is on the rise, property taxes are on the rise, unemployment are on the rise, some people I have spoken to is because Florida does not collect state tax on everyone’s paycheck. By not doing this than they have to look at other ways to make ends meet, and therefore rising property taxes, etc. Is this true if not what is the way Florida is going downhill fast.

All the major insurers are pulling out of the state. Insurance is simply unavailable for many people, even if they are able to pay the exhorbitant prices. The state has become the largest insurer. People are forced in to the state’s high-risk pool which, by law, must charge prices 20% above going prices. When I moved to Florida a few years ago, my insurance bill was $700. This year, I consider myself fortunate that the bill for the same house is only $2500. The nearest other quote is $4500. This is for a modest middle-class home in a no-flood and hurricane non-evacuation zone.
The property tax structure shifts the tax burden to renters and those who have recently moved. The tax bills for two similar homes right next to each other can vary by over $1000.
Housing prices have risen so much that the state is considering building subsidized dormitories for teachers because they can’t afford to live here.

There is usually a small co-payment for doctor’s visits (usually ranging from $5 to $25), and a somewhat higher co-pay or deductible is needed for hospitalization. The upside to this HMO Plan is: Your out of pocket expenses are significantly easier to predict and manage with an HMO rather than a fee for service plan. However, the downside of this plan is: an HMO introduces the concept of a “gatekeeper.” In an HMO, you must choose a primary care physician. That doctor, working in tandem with a risk management insurance officer, will determine your access to specialists. Finally, a Florida HMO plan requires you to use doctors that are part of the Florida HMO’s network. If you travel a lot, be sure to find out what the provisions are should you require an out of network doctor.
The other type of plan is the PPO. A PPO, or (Preferred Provider Organization), can be considered a blend of HMO and fee for service plans. You will choose a primary care physician in Florida, and generally use doctors that are part of the organization. However, a PPO lets you see doctors who are not part of the network for a somewhat higher fee. This increased flexibility is excellent for those who travel frequently, or for those whose current doctor is not a member of the organization.
Health Savings
Many other options exist for covering your medical expenses. A Health Savings Account allows you to set aside pre-tax dollars each month. Catastrophic insurance carries a low premium with a high deductible, and is designed to cover you if you develop a serious illness or injury. However, for the average consumer, the choice is generally between fee for service and managed care. All types of plans carry their own advantages and disadvantages, and it is important to understand what these are in order to make the right decisions for your family.

Understanding Florida Condo Insurance Discounts & Mitigations
In Florida this reporting system is standardized by all property insurance companies. Years before many carriers used the standardized Citizens insurance companies mitigation inspection forms as the standard. Meanwhile other insurance companies required insured’s to use their own made non standardized forms.
This practice was chaotic with all different forms from one carrier to the next made it difficult for consumers to change carriers or receive insurance discounts they were entitled to. Today we have a standardized form developed by the Office of Insurance Regulation on which the majority of Florida insurance carriers abide to called “The Uniform mitigation verification inspection form”. This inspection form when completed is valid for a period of 5 years of discounts.
Recently many consumers had been taking advantage of this form and the given discounts by misleading the insurance carriers. These insurance companies have become very strict on who can now inspect and sign off on this form including, a Florida licensed general, residential or building contractor
• A licensed building inspector
• A registered architect
• An engineer in the State of Florida
• A building code official (who is duly authorized by the State of Florida or its county’s municipalities to verify building code compliance).
Licenses today are checked for validity before a carrier will give such discounts.
All buildings and structures are not built the same or at least not similar enough before the Florida building codes of 2001. Florida is a state with catastrophic hurricanes which occasionally come to visit. One of the most valuable aspects of property insurance in Florida is windstorm hurricane coverage. The roof shape is also a vital part. Structures built before 2001 may be more unlikely to have roof shape discounts due to Florida’s building code changes for hurricane compliance. This allows high winds to deflect and not clip any one side of the structure off the building.

Is it illegal to sell inventory that was written off as damaged?
I know of a company that got quite a bit of insurance money after a hurricane in florida because the building was damaged and their inventory was damaged. I have overheard them say that they have written off all of their inventory because it was a total loss but I know for a fact that they still have quite a bit of inventory here and are selling it. As a Florida homeowner, you didn’t get the rate reductions that this law was supposed to provide. Your rate cuts never came close to the 24% predicted when the legislation passed. And to make things worse, the Florida Cat Fund took on an additional $12 billion in risk.
Now the Florida Catastrophe Fund has told us that the frozen bond markets won’t be an acceptable source to raise the cash it needs to meet its commitments to the insurance companies after a major Florida hurricane. It recently estimated that it could pay out $13 billion over the next twelve months - That’s $15 billion less than the $28 billion it is on the hook to pay!
What does all of this mean to you as a Florida home insurance consumer?
You didn’t get the rate relief you expected and your state took on financial obligations that it has no hope of paying.
You are at risk if Florida experiences a major hurricane in the next year. Once the losses of your Florida home insurance company exceed certain levels, your company will ask the Florida Cat Fund to reimburse them in order to pay your claim. Since the Florida Cat Fund is short on cash, you might have a long delay in getting your claim paid.
The promise to pay your Florida home insurance claim has never been more at risk than it is today.
Now that you know that the Florida Hurricane Catastrophe Fund will not meet its obligations, let’s examine the National Catastrophe Fund idea that Florida has been bring up in Washington for years. This National Cat fund would offer an additional layer of loss protection above and beyond the obligations of the Florida Cat Fund.
The theory is that a National Catastrophe Fund would be funded in part by insurance premiums paid by policyholders in states that are part of the fund. A National Cat Fund would be a separate fund that would earn interest and grow during the years when there aren’t any claims.
Supporters claim that no taxpayer money would be needed to sustain a National Cat Fund. Storm history tells us there would be times that federal tax dollars would have to be used to offset major losses.
And everyone knows that the federal government can’t keep its funds separate. Just ask someone in Washington to show you the billions that are supposed to be in the Social Security Trust Fund. You won’t be shown any cash - just a drawer full of T-Bills and IOU’s.
Now that the Big Three Auto makers and other shameless Fortune 500 companies have beaten Florida to the punch in Washington, it is very unlikely that a National Hurricane Catastrophe Fund will pass anytime soon. The red ink in Washington will make even President Elect Obama shy away from any additional federal obligations. So don’t look to the federal government to make good on the promise that was made to pay your Florida home insurance claim.
Finally, Citizens Property Insurance Corporation has consistently reported that it doesn’t have anywhere near the money it needs to pay out the almost half a trillion dollars in hurricane exposure it after a major Florida hurricane.
A large hurricane would mean that Citizens can’t pay even its primary obligations - those that it must pay even before losses reach levels where Florida Hurricane Catastrophe Fund reinsurance kicks in. And as a policyholder with Citizens, you are subject to paying higher special assessments after a major Florida hurricane than policyholders who have private homeowners insurance - special charges tacked on to your annual insurance bill.
In this new brave world where even governments can’t keep their promises here are some steps you should take as a Florida home insurance consumer right now:
Get a Florida wind inspection done and harden your home as much as possible.
Avoid Citizens Insurance Florida if you can.
Find a home insurance company that is strong financially and one that has spread its risk across both Florida and other states. Fewer policyholders will mean faster payment of your claim.
Report your insurance claim the same day as the Florida hurricane. This will make it more likely that you will get paid before your insurance company looks to the Florida Cat fund for reimbursement.
Last but not least. The fact that the Florida Cat Fund is short on money has not been lost on Florida home insurance companies. They are being charged for reinsurance by an entity that has publicly stated that it can’t meet its obligations. That means insurance companies are not getting what they paid for.
You should expect Florida home insurance companies to try to buy more of their reinsurance in the private market and not from the State of Florida in 2009. And they will look to pass that cost through to you in the form of higher insurance rates. If they don’t get the rate increases they need, your Florida home insurance policy might be cancelled.
As the Florida home insurance crisis continues, it has never been more important for you to stay on top of the Florida home insurance market for private insurance. You never know when you might have to find a new Florida home insurance carrier.

These are the minimum requirements in Florida and, to be honest, not very realistic in today’s world. Many insurance advisors would suggest that these figures are doubled and coverage extended to pay for your legal costs should you be sued.

Is State Farm Getting Ready to Bailout on the State of Florida?
They deserve credit for that.
After all, following the billions in claims from Hurricane Andrew in 1992, many large insurance companies simply left the State of Florida for good - and never looked back. That left Florida to deal with the problem on its own and caused it to create its own state run insurance company of last resort to help those who simply could not find coverage.
State Farm Florida Insurance Company did not follow this approach.
It has taken a prudent approach to the market that has been present in Florida since Hurricane Andrew. These steps have included:
Strict underwriting criteria for homes selected for new business
Multiline discounts for policyholders with home, auto, and life coverage
Selectively cancelling higher risk older homes closer to the coastline
This approach might have been successful during normal, reasonable periods of history. But things in Florida have been anything but reasonable in recent years:
From 1992 to 2004, no large insurance companies re-entered the Florida home insurance market - leaving State Farm on its own.
Florida hurricane claims in 2004 and 2005 caused billions of dollars in damage. State Farm Florida paid millions in claims and had to request an emergency cash infusion from its parent company to recapitalize it.
While the company was able to get significant rate increases after the 04/05 hurricanes, massive rate increases granted to most of the companies in Florida in 2005 and 2006 caused a major political uproar. Quite honestly, the public demanded rate relief because Florida home insurance was simply not affordable.
The pressure for lower rates was far worse due to outrageous property taxes and the collapse of the Florida real estate market.
The State of Florida reacted to voter pressure. But the results were not impressive.
The 2007 and 2008 legislation had a minimal effect on lowering homeowners insurance rates and shifted billions of dollars in catastrophic risk to the Florida Hurricane Catastrophe Fund - a state entity that has publicly stated that it can’t meet its reinsurance obligation to insurance companies in part due to the frozen bond markets.
As a result, all companies including State Farm Florida are concerned that the Florida Cat Fund won’t be there to pay them back after a major hurricane and are looking for new sources of backup reinsurance.
That, combined with other factors led the company to request a 47% rate increase a few months ago. After state regulators rejected the rate increase, the company appealed that decision in court. Recently a judge agreed with state regulators that State Farm’s 47% rate increase was not justified and also rejected the rate increase.
This brings us to where we are today - a time when many Floridians have to be wondering if State Farm Florida is preparing to exit the state for good. This would not be welcome news and would cause a major shock to the Florida homeowners insurance market as policyholders scramble to find other coverage.
In today’s uncertain times, you have to be ready to face realities. One of those might be that State Farm will cancel or drop your homeowners insurance coverage in Florida. If that happens there are several things you need to do to respond to this:
Shop your policy. Most State Farm Florida agents can only offer you homeowners coverage with Citizens after your policy is cancelled. Find a large independent agent who represents multiple companies in order to give you the best options for replacing State Farm Florida.
There are new Florida base regional insurance companies that have been created over the past 15 years, with many only being recently approved since the start of 2006. Some of these companies might be a good option to replace State Farm but you have to research each and every one of them. Check their financial ratings and customer service history thoroughly.
State Farm Florida insurance agents will be hurt by mass cancellations of home insurance policies. They have spent years building a book of insurance business in Florida. When they lose your home insurance business, they often lose your auto and life insurance business as well. While you can’t help but be sympathetic, you need to know that it is in your agent’s self interest to keep your auto and life insurance business while putting your home insurance coverage into Citizens Property Insurance. Don’t accept being placed with Citizens without looking for other private home insurance companies through other agents that can also offer you auto and life insurance.
Get all the facts if you are thinking about Citizens Property insurance. Citizens has said that it does not charge enough premium to cover the risk that it takes. It too is expecting problems borrowing to pay its claims after a major hurricane in today’s troubled bond markets. Major recommendations being presently considered at Citizens include raising rates, limiting coverage, and mandating certain home hardening measures. Do your home work on Citizens just like you would for any other company.
While we don’t know how the final situation with State Farm Florida will play out, if you follow these steps you’ll be way ahead of hundreds of thousands of policyholders that might be scrambling to get coverage all at once.
